By default, Google Ads will encourage broad match which gives Google the freedom to show your ad to keywords that might work. But if you are on a tight budget and can't afford wasted ad spend, I highly recommend never using broad match and instead use phrase or exact match.
The three different match types are broad, phrase, and exact match.
Broad you enter just as text, phrase you wrap keyword with double quote marks "keyword" and exact you wrap in brackets like [keyword].
